The primary purpose of this position is to advise ACC/A2 Readiness Division leadership, staff and subordinate units on Overseas Global Force Management (GFM), Air & Space Expeditionary Force (AEF), AF ISR and Intelligence training, ISR Operations/Weapons and Tactics, Unit-level Readiness, and Enlisted/Officer Force Management requirements. *** Salary ranges include local market supplements ***

Duties

Technical Advisor to the Division Chief, Readiness Division. Represents the Chief, Readiness Division, and associated Branch Chiefs when 0-6 level interaction is required across the ACC staff or with external organizations including National level Intelligence Agencies. Serves as senior technical authority on JSR Readiness issues. Makes authoritative recommendations and defends decisions on intelligence policy matters to the Director and ACC/A2 staff and is often required to make difficult decisions committing MAJCOM funds or resources impacting future capabilities. Perform intelligence and resource oversight activities. As a recognized technical expert for AF JSR operations, provide authoritative counsel and advice to the Director, Division Chief, and Branch Chiefs for all national and tactical JSR related operations and program issues. Directs and/or leads broad studies involving major manpower, training, unit support, command language and security programs and policies that affect all major command JSR missions.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • Requires availability for short notice work on weekends, holidays and evenings. Flexibility in adjusting scheduled workday is mandatory.

  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • This is a Centrally Managed position.
  • The work is mostly sedentary. Prolonged periods of sitting, reading and intense data analysis are typical.
  • An advanced intelligence-related or professional degree is highly desirable.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Expert" work category are at the "Management" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include a mastery of analytical skills capable of assessing national intelligence community, Joint, DoD structure, organizations, and mission/functions, inter-relationships and operations; and intelligence missions in USAF flying squadrons, flying wings, and air operations centers. It necessitates an in-depth understanding of NIPRNET, SIPRNET, AF JWICS, and other Intelligence communications systems and their use in the analytical process as well as responsive and keen ability to task and understand the strengths and limitations of these disciplines. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of national intelligence community, Joint, DoD structure, organizations, and mission/functions, inter-relationships and operations. Knowledge of US intelligence community policies, entities, missions, resources, operations, capabilities, databases, requirements to perform intelligence and information system integration, life cycle management, and other intelligence integration related activities. Knowledge of the intelligence missions in USAF flying squadrons and wings, Air and Space Operations Centers (AOC) and Distributed Common Ground System (DCGS). Knowledge of NIPRNET (Unclassified But Sensitive Internet Protocol Router Network), SIPRNET (Secret Internet Protocol Router Network), AF JWICS (Joint Worldwide Intelligence Communications System), and other intelligence communications systems. Knowledge of HQ ACC and AF budget process, cost-benefit analysis methods and analysis performance data to prepare persuasive budget recommendations. Skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgment, experience, and recognized professional standing; and ability to communicate effectively, both orally and in writing. CONDITIONS OF EMPLOYMENT CONTINUED: Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
