The primary purpose of this position is to serve as Technical Director, and advocate for the 363d Intelligence Surveillance and Reconnaissance Wing (ISR Wing) in all matters related to strategic operations and integration of new and emerging capabilities.

Duties

Guides and directs the evaluation of new and emerging technologies and their integration for value? added capabilities for the 363 ISRW mission. Serves as senior technical adviser to the commander with respect to the technology effectiveness of the organization, its structure, programs, and budget. Evaluates and assesses state of the art of JSR technologies. Formulates and advocates positions for policy and guidance for emerging capabilities and technologies that relate to analysis, targeting, GEOINT, and SOF JSR. Provides scientific advisory services and guidance for the 363d ISR Wing.

  • Mobility: is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
  • This is a key position. Incumbent must be removed from any military recall status if alternatives are not available for filling this position during an emergency are not available.
  • Previous intelligence squadron, wing or center command or MAJCOM directorate level experience is desired.
  • Overtime may be required as workload demands and in some cases with no-notice due to urgency of time-sensitive matters. Periodic shift work may be required to properly manage Directorate functions.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. Work Statement and Performance Level In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Managment positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include:expert Knowledge of US intelligence community policies, executive orders, integration principles, intelligence systems architecture standards, and with military requirements and acquisition processes related to national defense and ISR technologies. Must be able to present scholarly papers at DoD, academic and international forums to advocate for new research and additional research and development funding to meet the future needs of the AF and DoD. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of the Air Force and Joint intelligence programs and associated tactics, techniques, procedures and equipment, and the role of intelligence capabilities in supporting air and joint/combined campaign planning. Incumbent should have practical experience with planning and integration management at multiple levels from unit to MAJCOM. Knowledge of technology effectiveness of the organization, its structure, programs, and budget. Expert Knowledge of US intelligence community policies, executive orders, integration principles, intelligence systems architecture standards, and with military requirements and acquisition processes related to national defense and ISR technologies. Must be able to present scholarly papers at DoD, academic and international forums to advocate for new research and additional research and development funding to meet the future needs of the AF and DoD. This position will manage several (6-12) small programs of appropriately 500K to (3-5) large programs of 500 million dollars. Expertise in AF ISR modernization and scientific/technology processes related to missions and functions of the Intelligence Community. Ability to identify and integrate new and emerging policies, techniques, and information technologies into existing architectures; expert knowledge of Command, Service, DoD and national level doctrine & policy, guidance and initiatives related to assigned programs. Expert skill in planning and managing enterprise-wide projects involving innovative concepts or approaches where precedents do not exist. Knowledge of project management skills commensurate with scientific research and development projects. Must be able to manage system cost and schedule, assist in the establishment of technical baselines, and coordinate with officials from both industry and government. Ability to quickly assimilate highly technical and disparate data and render knowledgeable and accurate assessments of the implications of such data; and to apply facts and estimates derived from numerous sources to a variety of problems having different technical aspects. Ability to lead peers and executive level working groups, command level study teams, and committees from across the Intelligence Community and Department of Defense in forums to innovate and implement new ideas, projects, and methodologies and skilled in handling classified data in accordance with established DoD and Intelligence Community procedures. Knowledge or previous experience in dealing with foreign disclosure issues is desired. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TOP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty. Incumbent will occasionally be required on temporary duty throughout the world including to remote locations with limited facilities. While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with extremely limited notice. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
