You will serve as a LOGISTICS MANAGEMENT SPECIALIST in the Foreign Military Sales Aviation Branch (N5221) of the International Programs Department (N52) at NAVSUP Weapon Systems Support. #LI-NAVSUPWSS

Duties

You will have knowledge of logistics concepts, principles, regulations, practices, and policies sufficient to manage an IPS spares plan and make valid repair management decisions. You will develop and manage FMS IPS requirements, position and reposition items, initiate procurement, schedule maintenance and repair of items and dispose of others. You will have comprehensive knowledge of the technical characteristics of assigned FMS weapon systems and equipment including all aspects related to IPS necessary to develop tailored IPS spares plans. You will have broad knowledge of Navy FMS budget regulations, policies, procedures, and processes sufficient to formulate FMS budgets. You will have broad knowledge of federal acquisition regulations and Navy contract rules and regulations necessary to execute the FMS IPS programs and formulate policies concerning contracting of associated requirements. You will develop and maintain a Repairable Items List (RIL) based on specific customer weapon system configuration. You will manage case funding provided to NAVSUP WSS in support of repair requirements for assigned programs.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position requires DoD Security Cooperation Workforce Certification SC421 within prescribed timelines.

Qualifications

For the GS-11 grade level: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector applying comprehensive supply and logistics knowledge to initiate and manage requisitions, procurement actions, contracts, purchase requests, and shipments for aircraft and aircraft systems. Examples of specialized experience must demonstrate the following: 1) Applying Integrated Product Support (IPS) management principles, concepts, policies, and methodologies to a variety of difficult and complex projects, some of which are unique to foreign customers; 2) Ensuring project milestones and deadlines are met within prescribed timelines; 3) Utilizing Navy information systems and databases to research, track, and record logistics information such as stock availability, technical information, requisition status, and delivery information; and 4) Establishing short and long-term goals, objectives, and operational plans, to monitor and control execution, and to measure performance. For the GS-09 grade level: Your resume must demonstrate at least one year of one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector providing logistics management support, including planning, coordinating, and evaluating logistical tasks needed to support a mission or program. Examples of specialized experience must demonstrate the following: 1) Identifying the manpower, funds, materials, facilities, or services needed to provide program support; 2) Coordinating, developing, and adjusting plans to provide program support; 3) Using integrated systems to manage inventory, budgetary planning, and data maintenance; and 4) Creating written reports and presentations to support program goals and needs.
