The primary purpose of this position is to serve as the USAF Explosive Ordnance Disposal (EOD) Program Manager, providing policy and guidance, program evaluation, resource allocation, planning, programming and budgeting, and direct support for USAF Readiness Plans programs.
Duties
Manages USAF Explosive Ordnance Disposal (EOD) Program Policy and Guidance. Identifies, develops, implements, and revises USAF EOD Program policy and guidance to satisfy legally mandated requirements, executive orders, department directives and agency policies.
Develops and implements Air Force EOD Program goals, mission essential tasks and performance measures. Develops, institutionalizes and uses program performance measures and monitoring processes to assess the ability of the Major Commands and field units to meet stated program goals and mission essential tasks.
Determines AF EOD Program resource needs, effectively distributing resources to accomplish the EOD goals and mission essential tasks. Accounts for effective resource use, controls program costs, and determines the best approach for resolving resource shortfalls.
Evaluates all AF mission plans, programs, operations and activities to determine resources needed to satisfy all EOD laws, regulations, standards, directives and policies. Manages the AF EOD Program requirement validation process, thoroughly reviewing and comparing requirements against all current and future federal, state, local and foreign country laws, regulations, and policies.
Improves EOD processes and Management Headquarters processes using a systematic approach to plan, sequence and implement improvement efforts. Identifies and selects appropriate process(es) for improvement based on organizational mission, plans, and priorities, with intent to make process(es) better, faster, cheaper, and smoother.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes the mastery of concepts, principles, systems, processes, and practices of Explosive Ordnance Disposal (EOD) to serve as the technical authority for EOD worldwide. Through knowledge of Management Headquarters responsibilities and processes to include: policy and guidance; performance evaluation; resource allocation; planning, programming, budgeting and direct support.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of a broad range of EOD concepts, principles, and practices and extensive familiarity with other engineering disciplines and architecture. Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and develop conclusions and recommend solutions based on justifiable facts and evidence.
2. Knowledge of professional principles, practices, techniques, and procedures to effectively perform functions associated with program and project development, execution, training, and advisory services in planning, construction, operations, and/or base services.
3. Intricacies of Air Force EOD programs; sound business practices; management Headquarters responsibilities; and performance and process improvement principles. Ability to develop and implement organizational vision that integrates program goals, priorities, values, and other factors.
4. Knowledge of theFederal Planning, Programming and Budgetary System (PPBS). Ability to acquire and administer human, financial, material, and information resources in a manner that instills public trust and accomplishes the organization's mission.
5. Ability to analyze, plan, and adjust work operations of organizational segments to meet program requirements and objectives within available resources. Ability to plan and organize work and coordinate the work of other engineering disciplines and maintain good working relations.
6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization. Ability to produce effective written and oral communications; produce complete and accurate staff work; and initiate change and improvement. Knowledge of EOD regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDTIONS OF EMPLOYMENT:
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Forces Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
