The primary purpose of this position is to serve as an acquisition program manager responsible for developing, establishing, implementing, and controlling contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.
Duties

Plans, organizes, directs, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics. Continually studies, reviews, and evaluates program progress. Formalizes system requirements into appropriate specifications.
Reviews and directs the progress of contractors in meeting program objectives. Takes appropriate actions to approve terms and conditions set forth in negotiations, contracting plans and budgets, subcontractor participation, and addition or discontinuance of work by the contractor. Coordinates frequent program changes and engineering compromises to assess the resulting changes in other areas of the program. Visits contractors' plant(s) to observe progress, discuss and resolve major problems, and otherwise ensure that contractor is meeting appropriate contractual provisions. Provides advice and assistance to contractors on requirements and policy matters
Represents the organization at executive levels within the Government and to contractor/industry representatives. Participates in conferences and meetings to deliver presentations on project/program status, accomplishments, challenges encountered and anticipated, support requirements, and the integration and advocacy of program and project objectives. Negotiates and resolves controversial issues, advocates proposals and recommendations, and reports on progress in resolving critical issues. Consults with acquisition managers and executives to influence future
Prepares, presents, defends, and interprets staff studies to the Program Director and/or other management officials. Conducts meetings and working groups to address problems, technical developments, program changes, etc., and to collectively prepare an approach to program changes. Briefs higher levels of management on program progress, problems, and other factors of interest or inquiry.
Additional Information / Duties
The position supports the F-35 JPO PSM Sustainment Acquisition Strategy Directorate in all sustainment activities. As the Sustainment Acquisition Transition Lead daily work will consist of the management and oversight of multiple acquisition efforts supporting the sustainment for the F-35 JPO. The work requires thorough knowledge and skill in major weapon system sustainment; knowledge of pertinent laws, regulations, policies, and precedents; and knowledge of major issues, program goals and objectives, and work processes. This position also serves as a focal point within the F-35 JPO PSM for the identification, development, and execution of Service-led acquisitions for selected F-35 aircraft commodities in support of the National Defense Authorization Act (NDAA) Section 142 for the transfer of sustainment functions to the Department of the Air Force and the Department of the Navy.
Under the direction of the Director for Sustainment Acquisition Strategy, execute and manage sustainment acquisition efforts which include commodity identification, business case analyses, and integration activities between the F-35 JPO and the military Services.
Leads, performs, and participates in all phases of the acquisition process from requirements definition through contract completion (e.g., requirements definition, market research, acquisition planning and strategy development, documentation, preparation, proposal evaluation).
Applies government and industry acquisition procedures from a global perspective. Generates research and conducts necessary analyses to determine program needs, goals, methods, innovations, and opportunities for different approaches to acquisition issues.
Maintain constant communication with external organizations and entities to ensure the F-35 JPO is postured for a successful transfer of sustainment functions to the military Services as it relates to acquisition planning and execution requirements.
Ensures all Service-led acquisition activities within the Directorate are effectively executed by monitoring the cost, schedule, performance, and risk and make changes when issues are identified to return them to an acceptable standard.
Brief internal and external stakeholders, as required, on acquisition plans and activities, and ensure consensus is reached for significant program sustainment decisions.
Build, refine, and brief detailed plans of action and milestone presentations for internal and external stakeholders.

SPECIALIZED EXPERIENCE: I have, or will have, within 120 days of closing of this announcement, at least (1) year of specialized experience at the NH-02, GS-11 or equivalent in other pay systems. Examples of specialized experience includes working with policies, practices, regulations, and laws concerning the acquisition management process and initiatives; mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of laws, principles, policies, and practices of systems acquisition and program management.
Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process.
Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit.
Ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process.
