About the Position: This position is for a Budget Analyst with the 4th Infantry Division, Resource Management, Budget and Travel Office located at Fort Carson, CO.
Duties
Ensures programs are closely monitored to ensure equitable and timely fund transfers and adjustments.
Performs budget functions such as planning, programming, executing and regularly reviewing obligations for validation through the budget cycle of the fiscal year.
Monitors the execution of budget accounts by analyzing available allowances.
Develops budget reports to provide detailed statistical data.
Maintains all documentation to support and certify fund obligations.
Coordinates with resource management personnel to ensure effective utilization of available funds.
Coordinates with budget and accounting personnel to facilitate corrective action for accounting imbalances.
Suggests recommendations involving budget modifications to management officials.
Utilizes automated systems such as General Fund Enterprise Business System (GFEBS), Global Combat Support System - Army (GCSS-Army) and other automated systems to monitor and adjust funds transactions.
Reviews funding levels in the Defense Travel System (DTS) to ensure funding is available.
Reconciles accounting imbalances by comparing supply system transactions with corresponding financial system transactions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Incumbent must complete and maintain Financial Management Certification: Certification Level 2.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience:
One year of specialized experience which includes: experience advising management officials on the development and execution of budgets; monitoring budget accounts to ensure funds are available and effectively utilized; redistributing funds to prevent under or over obligation; AND developing budget reports to provide detailed statistical data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education:
Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting.
OR
Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
