You will serve as an Administrative/Technical Specialist in the SWESD BFM Support Branch of the Business & Financial Management Division of the Corporate Operations Department of NAVAL SURFACE WARFARE CENTER.
The NT-05 pay band encompasses positions equivalent to the GS-13/GS-14.
The salary range shown above represents all of the positions within the band, including high grade positions. The salary may be limited to a GS-13 Step 10 (currently $134,435).
Duties
You will apply expert financial knowledge to analyze and evaluate workload trend analysis to provide balance between project objectives, customer objectives, user objectives, and Crane objectives.
You will serve as the financial expert for the development, planning, and management of financial plans for the project.
You will update and analyze data in the current financial planning systems of record, Navy Enterprise Resource Planning (N-ERP).
You will coordinate with department, division, branch, TPM, TM and personnel to develop cost estimates and budgets, and to perform oversight and monitoring of millions of dollars in government funding for urgent technical/management requirements.
You will work with project personnel to build a trusted relationship and discuss modification/acquisition of current/additional funding and to resolve discrepancies as necessary.
You will advise management of business implications of changes in management policies, workload shifts, and general adjustments in the economy of the Department of Defense.
You will be responsible for analyzing and evaluating data from various budget, accounting, and business management reports to compare actual performance with planned objectives to determine department health.
You will serve as a liaison to all levels of management, both at Naval Surface Warfare Center (NSWC), Crane and other activities and fosters effective working relationships through clear communication.
You will develop new complex procedures by which to gather, manage and interpret required data while actively supporting the development of others through teaching, mentoring, sharing knowledge, and feedback.
You will support the Department/Customer in maintaining and enhancing policy and supporting the development and improvement of processes.
You will manage and develop employees within branch with training, hands on approaches, and development planning.
You will review performance metrics, comparison to cost distribution plan, and management of resources.
You will perform internal Corporate Operations reviews of operating issues, research analysis and mitigation efforts.
You will establish and maintain relationships with customers to obtain knowledge of future changes that may impact the departments.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating various types of data (e.g budget, accounting, workload trends) by applying financial methods and concepts to compare actual performance with planned objectives for an organization.
