About the Position: As the Budget Analyst for HQ Communication Electronics Command G8 office, Budget Execution Division Branch, you will perform budget evaluation, execution and analysis for assigned budget programs.
Duties
Serve as a U.S. Army Communications-Electronics Command (CECOM) G8 Budget Analyst, performing budget evaluation, execution and analysis for assigned Integrated logistics Support Center (ILSC)customer/acquisition programs.
Exercise control and surveillance over funding matters to assure successful attainment of project objectives.
Receive higher headquarters budget formulation instructions and develops instructions for and requests organizational input to forecast future requirements.
Recommend adjustment within budget line items in response to changes in programs, staffing levels, and/or funds availability.
Attend meetings and conferences to resolve difficulties regarding budgetary and fiscal responsibilities.
Keep G8 Branch Chief informed of work performed and any support issues.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a Secret Clearance
- Incumbent may be subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Temporary Duty (TDY) up to 25% of the time.
- Financial Management Level 2 Certification obtained within 24 months.
- The incumbent must complete certification-related training requirements within the 3 year timeframe associated with the position’s SCW certification level: SC Execution Support Management (AOC) Intermediate Level.

SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the NH-02/GS-11 grade level or band which includes: 1). Perform execution of approved operating budget to assure that funds are properly allocated and are being obligated and spent in a timely, effective, and appropriate manner. 2) Compile narrative and statistical material to prepare exhibits and related background information for program briefings and 3) Provide authoritative budgetary and fiscal guidance to ensure compliance with statutes, regulations, and policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).

CECOM is participating in an alternative personnel system known as the Acquisition Demonstration Project. The NH-03 pay band is equivalent to the GS-12, Step 01 to GS-13, Step 10; this position is subject to an internal organization control point at the NH-03.
This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-12 grade Step 1 to the highest equivalent GS-13 grade step 5 in the broadband. This position is covered by control points to account for variances in position responsibilities within the broadband. The Control Point for this position NH-03 Management and Program Analyst is $99,200 to $133,692 including locality at the rate of 33.26%. Management will set the selectee's pay for this position within the control point salary range consistent with the qualifications and education of the selectee and the expected contribution for the position.
