About the Position: This position serves in the S-8, Budget Division of an assigned U.S. Army Recruitment Command (USAREC) brigade (BDE) structure. Incumbent supports assigned BDE, its battalions (BNs), and companies.

Duties

Responsible for a segment of the Operation and Maintenance Army (OMA), and Operation and Maintenance Army Reserve (OMAR) appropriations. Perform full range of review and analysis functions in budget administration. Monitor execution of centrally managed accounts. Provide advice and assistance to functional program managers in the development of budget requests and supporting justification. Acts as the S-8 representative on resource management matters pertaining to assigned accounts.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires that the employee occasionally travel away from the normal duty station up to 25% of the time.
  • May be required to work other than normal duty hours, which may include overtime, evenings, weekends, and/or holidays.

  • as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Specialized Experience: One year of specialized experience which includes Utilizing regulations to assist in budget execution; Preparing detailed funding documents (i.e., reports, graphs, spreadsheets, charts, etc.) to provide financial updates to leadership; Reviewing expenditures to recommend cost reduction strategies; maintaining an accounting system to provide effective control of financial resources.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Finance, or Business Management, or a related field. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget ExecutionFinancial Management AnalysisFinancial Stewardship Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). If you are a current, Federal employee, you must include your pay plan, series and grade in your work experience(s) on your resume submission and/or upload supporting documentation (within-grade increase SF50) to show that you meet the time-in-grade requirement. In addition, if your step reflects '00', you must include your current salary for each position.
