Job opening: Supervisory Intelligence Specialist

Salary: $139 395 - 181 216 per year

You will serve as a Supervisory Intelligence Specialist and the Programs Branch Head of the Foreign Materiel Exploitation Division overseeing daily tasks involving project management, research and analysis, and production on foreign naval systems. This position is located in Suitland, MD in the FARRAGUT TECHNICAL ANALYSIS CENTER.

Duties

You will analyze existing internal processes and procedures in accordance with existing governing guidelines to address complex intelligence requirements and makes recommendations for process improvement. You will frequently review deliverable dates and products from external assistance contracts. You will assist the Division Head with the creation and execution of the Division's annual budget to include externally funding. You will develop research and analysis plans with employees to satisfy production requirements, develop a financial strategy, and establish production timelines which are consistent in producing various analytical products with production policies. You will ensure subordinates' work complies with applicable DoD, SECNAV, DoN, and IC policy guidelines and standards. You will recommend necessary training for subordinate development and address training required for promotion based on ONI policies and provide necessary write-ups documenting performance with promotion recommendations.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period requirement.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Supervising personnel and assisting the Division Head in executing the Division's mission of performing exploitation on foreign naval systems in accordance with organizational standards; 2) Assigning work and overseeing the FME (Foreign Materiel Exploitation) program manager's tasks to include the creation of statements of work, contract packages, exploitation reports, and technical briefings; 3) Reviewing all Foreign Materiel Exploitation Reports generated by the branch, recommending their release to the Division Head and coordinating to ensure timely posting of new products; 4) Analyzing existing internal processes and procedures in accordance with existing governing guidelines to address complex intelligence requirements and making recommendations for process improvement; 5) Identifying and recommending staffing requirements, planning and assigning work to be accomplished by subordinates, evaluating work performance of subordinates and providing advice, counsel, or instruction to employees on both work and administrative matters.
