About the Position: This position is located at Defense Health Agency, The position is located at Naval Hospital Jacksonville, Jacksonville, Florida. Serves as the Supervisor Financial Management Analyst of the Accounting Branch and is the Subject Matter Expert on financial accounting policies, systems, and procedures for appropriated accounts.
This is a Direct Hire Solicitation DHA for Domestic Defense Industrial Base (DIB) & the Major Range and Test Facilities Base (MRTFB).
Duties
Perform detailed analysis encompassing all areas of financial accounting operations including travel, contracts, civilian pay, budget, reimbursable accounts, supply requisitions, government purchase card transactions, and journal vouchers.
Analyze and summarize data from systems, documents, and reports
Ensure payroll is complete and timely for all civilian employees.
Directs work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work
Trace a variety of transactions with the accounting systems to identify discrepancies and reconcile errors.
Review purchase orders, contracts, and travel orders pertaining to claims or other similar documents against obligated funds.
Requirements

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires the successful completion of the Financial Management Level 2 Certification within 2 Years of employment.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation period to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes assisting with the development of budgets for assigned department or directorates within an organization; utilizing automated financial/accounting systems such as GFEBS to enter, retrieve, and analyze financial data; assisting with workload distribution for a department or directorate; Utilizing payroll systems such as ATTAPS to maintain payroll information for an agency/organization.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting of Financial Management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
