About the Position: This position is with the Naval Hospital Jacksonville, Directorate Resource Management, Budget Office, Monday-Friday 0730 - 1600.

Duties
Utilize automated financial systems to enter, retrieve, edit, review, or analyze budget data.
Analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations,
Utilize GFEBS to process contracting actions.
Create, update and track spend plans for all directorates.
Formulate the budget for directorates and/or departments within the MTF and surrounding clinics.
Performs or advises on work in any of the phases or systems of budge administration.
Assign work to subordinates based on employee's capabilities, priorities and difficulty.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.
- This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires a SECRET National Agency Check w/ Inquiries (ANACI) background check.
- This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons in accordance with Army Regulation 40-562, Chapters 3 and 4.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position may be eligible for Situational/Ad-HOC Telework.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes managing the development of budgets for assigned departments or directorates within an organization; utilizing automated financial systems such as General Funds Enterprise Business Solution (GFEBS) to enter, retrieve, and analyze financial data; distributing the workload for subordinates; evaluating subordinates performance evaluations, utilizing financial policies, regulations, guidance, and/or procedures to validate funding execution.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
General Funds Enterprise Business Solution (GFEBS) experience is perferred.
