About the Position: Serve as a Budget Analyst responsible for providing a comprehensive analysis and extensive knowledge and understanding of the operation programs and assigned weapon and support systems and their financial posture for the US Army Aviation and Missile Command on Redstone Arsenal, AL.
Duties
Provide financial advisory services for a major segment of the command budget or for a total budget for one or more funds.
Manage planning, financial review analysis, and budget execution activities for a variety of command programs and supported weapon systems.
Develop impact on operations in terms of changes in personnel, procurement, and operational capability and develops the mechanics of implementing the determined course of action.
Compile cost figures to be used in forecasting funding needs and monitors the rates of obligation and expenditure of funds in the annual budget.
Identify analysis, and conceptualization of programming/budgetary problems.
Develop alternative solutions involving the resolution of conflicting goals and objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires incumbent to obtain and maintain a SECRET Clearance for the duration of the appointment.
- Incumbent is required to occasional travel TDY up to 10% of the time.
- Incumbent required to obtain a FINANCIAL MANAGEMENT Level 2 Certification, FMCO2 designated in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051,
- amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- This position requires you to obtain Financial Management Level 2 Certification within 24 months of your entry on duty effective date.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes utilizing an automated system such as, Army's General Fund and Enterprise Business System (GFEBS), for cost and obligation analysis, executing customer orders, funding management audit trails; monitoring the execution of approved operating budget to ensure proper allocation, obligation, and disbursement of funds; while recommending budget adjustments, redistribution of funds within budget accounts, in response to changes in programs, staffing levels, and/or funds available. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, finance and business.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
