You will serve as a PUBLIC PRIVATE VENTURE PROJECT SPECIALIST in the ASSET MANAGEMENT BUSINESS LINE of NAVAL FACILITIES ENG COMMAND HAWAII.

Duties

You will assist with effective planning, programming, budgeting, execution, and management of the Navy and Marine Corps Public Private Venture Projects. You will provide a wide range of federal, state, regional, Department of Defense, and Navy policies, codes and regulations. You will serve on source selection boards during source selection. You will provide assistance and advice to team personnel and others on the resolution of Public Private Venture actions. You will work with Program Leads in developing and executing the Department of Navy Public Private Venture annual budget, algorithms and metrics.

• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• You will be required to obtain and maintain a current valid United States driver’s license.
• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Analyzing financial, maintenance and managerial operations to identify issues or concerns; 2. Conducting on site discussions with stakeholders to gather information for analysis; 3. Evaluating partners operation in accordance with the monitoring matrix, monthly matrix reports and the various business agreements; 4. Conducting studies by collecting data on quality, cost and capacity utilization to create metrics for tracking overall family housing; and 5. Utilizing automative software (i.e. property management software) to develop spreadsheets and perform data management. **NOTE** This information must be supported by your resume in order to be considered for the position.
