You will serve as a SUPERVISORY PUBLIC PRIVATE VENTURE DIRECTOR in the PUBLIC PRIVATE VENTURE DIVISION of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.

Duties

You will manage the execution and long-term management of highly complex and controversial PPV projects frequently requiring complicated negotiations and resolution of conflicts in policy and program objectives. You will interpret market acceptability concerning such factors as design features, labor and material costs, availability and acceptability of sites, construction methods, esthetic requirements and supply-demand parameters. You will develop new management techniques and methodologies to solve unique or unusually complex problems regarding PPV facilities and services. You will coordinate in the development of strategies to execute the PPV Program, including conceptual analysis, financial proforma modeling, solicitation development, proposal evaluation, negotiation, design, construction and property management . You will steer the execution and long-term management of family and bachelor housing privatization program. You will monitor performance and work products to assure required and requested work is completed properly and on time. You will apply personnel actions including selections, promotions, reassignments, awards, and adverse / disciplinary actions. You will mentor, coach and empowers team associates in the delivery of products and services to customers.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, managing, and overseeing execution and long-term management of highly complex and controversial Public Private Venture (PPV) projects frequently requiring complicated negotiations and resolution of conflicts in policy and program objectives; 2) Applying extensive knowledge of regional housing trends to determine feasibility of proposed projects, develop recommendations for changes or improvements, and influence the direction of future projects; 3) Applying expert knowledge of federal, state, agency, and regional laws, legislation, policies, codes, regulations, and requirements in privatizing family military housing; 4) Developing new management techniques and methodologies to solve unique or unusually complex problems regarding PPV facilities and services; and 5) Coaching or mentoring personnel in support of achieving PPV program objectives.
