You will serve as a SUPERVISORY DATA HUB & SYSTEMS MANAGEMENT DIRECTOR in the Public Works Directorate of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC, Echelon III.
Duties
You will serve as a SME to the Lead Planner and is frequently sought out for consultation and advice by senior leaders, supervisors, and professionals within and outside of the agency.
You will administer highly complex programs covering billions of dollars’ worth of real property involving multiple professional and technical disciplines and requiring substantial business and administrative support
You will support and promote all aspects of the Equal Employment Opportunity Program and Affirmative Action Plan as directed by applicable laws and regulations and to communicate this support to employees.
You will determine, monitor expenditure, and recommend whether resources need to be adjusted or reallocated among programs, functions or organizational units that impact the ECH III Command.
You will assist the other directorates and divisions with the development of the Data Hub and System Management Division PW4 resourcing requirements and funds execution.
You will serve as the Data Hub and System Management’s subject matter expert and process owner, and will be responsible for improving work processes and teamwork.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Confidential Financial Disclosure Report You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing authoritative interpretation of agency policies, regulations and standards relating to funding while balancing divergent interests and relationships to protect the Navy mission; 2) Administering highly complex programs involving multiple professional and technical disciplines and requiring substantial business and administrative support; 3) Leading a team consisting of facilities planners, developmental planners, GIS, real property and iNFADS program professionals; 4) Possessing substantial management capabilities with expert management ability, executive experience in multiple technical fields, flexibility and ability to manage a diverse group to accomplish high profile Navy missions and programs; and 5) Possessing specific program knowledge and mastery of the PW4 Division, Data Hub & System Management, and general knowledge of the major aspects of the Public Works Directorate.
