You will serve as a SENIOR PPV PROGRAM SPECIALIST in the Operations (OP) Department, Public Private Ventures (PPV) Division of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.
Duties
You will develop, execute, manage, monitor and oversee PPV projects for all Navy and Marine Corps Shore Installations in the NAVFAC Pacific’s Areas of Operations (AO).
You will be responsible for providing management, control and performance oversight of Family Housing, Bachelor Housing, and Lodging PPV Programs.
You will solve business and financial challenges, responsible for coordination and integration for acquisition, real estate, counsel, design and construction, land-use planning, public works, utilities, environmental and financial management.
You will serve as an expert in oversight, analysis and validation of the financial and business agreement work products developed by PPV partners, Echelon IVs, and PPV consultants.

- You will be required to possess and maintain a current valid United States driver’s license; to travel to dispersed sites within the local commuting areas, to conduct studies at various locations.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Planning, programming, budgeting, executing and managing Navy Limited Liability Company (LLC) interests in accordance with applicable laws and regulations; 2) Leading Public Private Venture (PPV) working groups, negotiations, project development, and sustainment activities; 3) Providing technical support, and serving as the point-of-contact for all PPV related actions; and 4) Providing strategic and day-to-day guidance and interpretation of regulations and requirements to assure program execution.
