About the Position: This position serves as Operations and Plans Specialists for Headquarters and Support Company (HSC), Army Medical Department Center and School, Health Readiness Center of Excellence (AMEDDC&S, HRCOE). The incumbent advises commander, supported units, and subordinate directorates on matters pertaining to personnel and equipment to support training, operations, and other activities.
Duties
Interprets regulations and disseminates information, guidance, and policy changes as necessary.
Compiles and maintains historic records of best practices and lessons learned.
Assigns task to appropriate agency, specifically in areas of personnel and equipment resources to meet commander's intent with regards to internal and external requirements.
Plans work to be accomplished, sets and adjusts short-term priorities, and prepares schedules for completion.
Researches directives and instructional material pertaining to temporary change of station (TCS) requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret Security Clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position serves on permanent and/or rotating shifts, and in some cases nights and weekend work is required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes applying laws, rules, regulations and policies in support of an organization's resources, major programs, objectives, work processes and administrative operations; assisting in military personnel manpower and equipment distribution to support exercises, training operations and special events; analyzing and resolving a range of problems, such as work processes, staffing needs and development; interpreting and developing guidance for program effectiveness; formulating recommendations and decisions to direct the disposition of command assets; preparing and reviewing various military correspondence for the organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Project Management or Organizational Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09).
