You will serve as ENGINEERING TECHANICIAN in the DESIGN AND CONSTRUCTION DIVISION of NAVFAC NORTHWEST
Duties
You will be responsible for construction quality assurance on various Shipyard Infrastructure Optimization Program (SIOP) projects located at the Resident Officer in Charge of Construction (ROICC) PSN.
You will perform repairs and overhaul of major systems such as supercharged and turbo engines, turbine engines, automatic and manual transmissions, and interrelated subsystems.
You will read and interpret wiring and hydraulic schematics, sketches, and equipment repair orders (EROs), technical trade publications, and blueprints.
You will use tools and equipment, including, but not limited to torque wrenches, brake tools, gear pullers, compression testers, vacuum analyzers, electric circuit testers, tachometers, brake lathes, and hand and power tools.
You will evaluate documented engineering procedures to assess the potential impact on other projects.
You will use precision measuring devices such as micrometers, dial indicators, compression gauges, distortion gauges, and injection gauges.
You will use computer system diagnostics and a variety of specialized test equipment and tools such as computer diagnostic testers, emission and engine analyzers, and dynamometers.
You will use electrical-mechanical systems and interrelated components such as control modules, switches, actuators, sensors and wiring.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
I have one year of specialized experience equivalent to the next lower grade level (GS-10) or pay band in the federal service or equivalent experience in the private or public sector: 1) Applying engineering concepts, principles and practices applicable to the full range of engineering disciplines (civil, mechanical, electrical, structural, architectural and environmental) required for the design, layout, execution processes of construction operations in order to provide input on construction projects; 2) Ensuring compliance of quality control plans for construction projects; 3) Making recommendations to resolve problems encountered during construction operations; 4) Interpreting construction guidance specifications for the purpose of monitoring contract compliance; and 5) Reviewing and enforcing the management of a contractor's safety program assuring adherence to contract requirements.

4) Interpreting construction guidance specifications for the purpose of monitoring contract compliance; and 5) Reviewing and enforcing the management of a contractor's safety program assuring adherence to contract requirements.
