This position serves as an Administrative Support Assistant and reports to the Associate Chief of Staff, in Primary Care and will work closely with the Health System Specialist (HSS) of Primary Care.

Duties

The Administrative Support Assistant serves as an administrative member with Primary Care leadership. Assists in planning, directing and controlling the Primary Care administrative activities including establishing parameters for policies and procedures, personnel management, personnel procurement oversight, training coordination, procurement of furniture, supplies and equipment, preparation, and presentation of awards for employees, records management, security, budget programming and execution, communications control, physical space management and special projects or studies. Assists in developing and directing all administrative functions for Primary Care; in addition, the Administrative Support Assistant has the authority to act as proxy for the HSS in all administrative functions. Responsible for the integrity of the clinic Primary Care Management Model database. These duties include monitoring and maintaining provider profiles, staffing and room assignments, monitoring panel sizes, oversight and correction of transmission errors, and review/rectification of incorrect patient assignments. Assists in managing all administrative functions and regularly represents the service in project planning activities when so designated. Administrative responsibilities include personnel, equipment, program, and supply management. Assists as an ordering official for equipment and commodities procurements within Primary Care to adhere to the facility requirements. Work Schedule: Monday - Friday, 8:00am - 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: knowledge of a full range of functional areas such as human resources, purchasing, supply and property management, records management, financial management and budget, and related administrative areas in order to ensure compliance with established policies, practices, procedures and controls, and to prepare recurring administrative status reports; ability to identify problem and potential problem areas based on daily observance or studies; analyze and measure the effectiveness, efficiency, and productivity of administrative programs; and develop written and oral recommendations for improvement; knowledge and skill in applying analytical and evaluative methods and techniques to issues or functions related to hospital/healthcare administration; knowledge of PC computer equipment, printers, and software to provide staff support and to accomplish specific programs and projects; proficient in Microsoft Word, Excel, Power-point, and Outlook; and, ability to transmit, receive and acknowledge electronic mail. There is no educational substitution for the GS-7 grade level. You will be rated on the following Competencies for this position: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary; however, walking, stair climbing, bending, stooping, and carrying light weight documents, folders and manuals weighing less than 15 pounds are required. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. The incumbent must possess manual dexterity to enter computer information.
