The incumbent serves as Program Support Assistant and provides support to Community & Patient Relations Service regarding all aspects of the C&PRS activities at the Amarillo VA Health Care System. Assists with formulating policies and procedures, implementing and maintaining program goals for the volunteer program, and other C&PRS programs and taking actions which affect services throughout the facility. Screens and process volunteers via data entry during the recruitment and placement process.

Duties

Major Duties: Implements and maintains program goals for the volunteer program and other C&PRS programs. Assists with the application, screening and data entry processing of volunteers during the recruitment and placement process. Assist in planning and carrying out special events, recognition ceremonies and holiday activities. Arranges for official visits of external stakeholders. Coordinates briefings with facility leadership and makes arrangements for service organizations tours. Accepts and appropriately tracks large number of donations, including cash and non-cash items. Serves as the OI&T liaison, using multiple diverse computer programs and troubleshooting problems. Develops unique training materials, recruitment materials and other media that contributes to positive community relations. Meets the needs of stakeholders while supporting the facility and department missions. Works with the Chief in preparing required reports as well as preparing statistical documentation as required by the service. Gathers and interprets data from various sources that contributes to the goals of the department and mission of the facility. Maintaining data, tracking results and preparing performance improvement measures. Handles correspondence, recording minutes of meetings, preparing agendas, maintaining certification and mailing lists. Assists Public Affairs Officer when necessary to make edits to the facility web pages in emergency or crisis situations. Serves as the Service timekeeper, records management liaison, PIV sponsor, environment of care liaison and other office management capacities including review and tracking of Service policies and operating procedures. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Use of various software and office automation as it is related to VAVS documentation, fiscal matters, word processing, and master files for volunteers and organization officials, patient advocate data, and other VA data sources and enters data, produce correspondence, and various other automated tasks such as time keeping, order supplies, make purchases and others You will be rated on the following Competencies for this position: Administrative and Planning Customer Service Technical Competence Knowledge Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is generally sedentary, but does involve some material management and frequent walking throughout the campus. Work is in a medical center setting and may involve exposure to contagious diseases. Some duties may involve visits to the CBOCs, Vet Centers, as well as community and organization facilities for meetings.
