The incumbent will serve as a Administrative Support Assistant to the Associate Director, Patient Care Services/Nurse Executive (ADPCS/NE) and will report to the Health System Specialist/Executive Assistant (HSS/EA). Administrative Support Assistant is responsible for assisting in the overall administrative management and general business operations of the service line.

The incumbent assists in planning, directs and controls the Nursing Services administrative activities including establishing parameters for policies and procedures, personnel management, personnel procurement oversight, training coordination, procurement of furniture, supplies and equipment, preparation, and presentation of awards for employees, records management, security, budget programming and execution, communications control, physical space management and special projects or studies. The incumbent will assist in developing and directing all administrative functions for Nursing; in addition, the Program Specialist has the authority to act as proxy for the HSS/EA in all administrative functions.
Responsible for assisting the Nurse Recruiter with management of resources involving authorized FTEE, staffing levels and vacancies. The incumbent assists in managing staffing levels and ensures vacancies are advertised and organizational charts are updated. Must identify workload trends and perform statistical analyses to determine resource needs and projections to accurately compile and prepare management reports for data validation purposes. Executes personnel decisions in coordination with the Chiefs and Nurse Managers. Coordinates with Education Dept. and HR as well as individual services lines to ensure documentation for incoming students is timely, accurate, and complete.
Serves as an ordering official for equipment and commodities procurements within Nursing Services to adhere to the facility requirements. Prepares budget estimates as related to FTEEs based on historical information and identifies need for changes. Sets up and maintains a system to control purchasing and the use of supplies. Coordinates and conducts audits and inspections as assigned by the HSS/EA or Service Chief. The incumbent will complete Contract Officer Representative (COR) Level 1 training and aids in the management of procurement for the Service Lines.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: knowledge of a full range of functional areas such as human resources, purchasing, supply and property management, records management, financial management and budget, and related administrative areas in order to ensure compliance with established policies, practices, procedures and controls, and to prepare recurring administrative status reports; ability to identify problem and potential problem areas based on daily observance or studies; analyze and measure the effectiveness, efficiency, and productivity of administrative programs; and develop written and oral recommendations for improvement; knowledge and skill in applying analytical and evaluative methods and techniques to issues or functions related to hospital/healthcare administration; knowledge of PC computer equipment, printers, and software to provide staff support and to accomplish specific programs and projects; proficient in Microsoft Word, Excel, Power-point, and Outlook; and, ability to transmit, receive and acknowledge electronic mail.

Physical Requirements: The work is mostly sedentary; however, walking, stair climbing, bending, stooping, and carrying light weight documents, folders and manuals weighing less than 15 pounds are required. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. The incumbent must possess manual dexterity to enter computer information.
