This position is located in the Prisoner Operations Division, Arlington, VA.
The selectee of this position serves as a Grants-Cooperative Agreement Specialist. You will be responsible for working to plan for and obtain adequate and sufficient detention space for prisoners in state, local, and private detention facilities.
Duties
As a Grants-Cooperative Agreement Specialist at the GS-1101-12 level, some of your typical work assignments may include:
Determining specific Intergovernmental Agreement (IGA) detention requirements, potential sources, and special terms and conditions required by state, or local government.
Identifying deficiencies and recommending practical solutions to achieve intended program goals.
Conducting assessments of prisoner populations and detention facilities.
The responsibilities described above are for the full performance level. At the developmental grade levels, assignments may be of more limited scope, performed with less independence, and limited complexity.

Qualifications
GS-12 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 grade level is required to meet the time-in-grade requirements for the GS-12 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
You may qualify at the GS-1101-12 level, if you fulfill the following qualifications:
Specialized Experience: At least one year (12 months) of full-time specialized experience at or equivalent to the grade GS-11 in the Federal Service performing duties which include the following: 1.) Reviewing cost and pricing proposals for Intergovernmental Agreements (IGA) and contracts for government entities; 2) Providing assistance in planning, developing, and reviewing procurement plans; 3) Negotiating intergovernmental agreements/contracts for services from state, local, county and private vendors; 4) Reviewing various policies and procedures, etc. 5) Identifying necessary program improvements and recommending changes to program offices' practices, policies, or procedures. Education
Applicants may not qualify for this position based on education in lieu of specialized experience at the GS-12 grade level.
