About the Position: Works in an office setting, some walking, standing, bending, and carrying light items. Work hours Monday thru Friday 0700 to 1600. Incumbent is responsible for the resolution of conventional problems and issues related to manpower. Complete tasks to maintain accuracy of manpower documents, memorandum of agreements, and internal control processes.
Duties
Plans, organizes, promotes, evaluates, and directs the overall manpower management program.
Reviews justifications for adjustments in personnel requirements.
Serves as the Internal Control Administrator ensuring that managers are aware of Internal Control requirements.
Conducts final technical review of organizational proposals.
Establishes an audit trail of supporting documents for all changes in manpower requirements and authorizations.
Develops, analyzes, coordinates, executes, reviews.
Resolves questions on proper procedures and documentation requirements.
Ensures the Five-Year Plan is current.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires a National Agency Check w/ Inquiries (NACI) background check.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position may be eligible for Situational/Ad-HOC Telework.

In order to qualify, you must meet the education and/or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes the ability to use manpower systems to analyze manpower requirements; Review authorizations based on Program Budget Guidance; knowledge utilizing a wide variety of analytical studies; Ability to read manpower documents; and maintaining a complete inventory of all agreements.

Education: Successful completion of a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, general business, computer science, management, information science. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of by 60. Add the two percentages.
