You will serve as a Supervisory Facility Support Contracts Manager in the FSC Management Facility Service (FMFS) Branch, PWD of NAVAL FAC ENGINEERING CMD WASH located in Patuxent River, MD.

Duties

You will administer work assignments to personnel to achieve the goals of the command. You will identify problems in contractor performance to make recommendations for solutions. You will evaluate contract proposals to negotiate labor and material costs. You will perform technical control of the Performance Assessment Program at the site assigned. You will integrate strategic plan mission, vision and values into team’s strategies, goals objectives, work plans and products and services.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying procurement regulations, policies, and procedures; 2) Understanding FAR/DAR Supplement regulations, Service Contract Act, and Performance Assessment procedures; 3) Developing, initiating and administering contractor performance assessment procedures; 4) Developing and executing a budget; 5) Applying technical writing concepts, principles and practices to develop, manage and assess facility support contracts; 6) Reviewing proposals against previous history, actual expenditures and established rates to evaluate the reviews performed by cost/price analysts using EPS and weighted labor rates.
