You will serve as an INDUSTRIAL SCHEDULE/EARNED VALUE MANAGEMENT ANALYST in the COST ANALYSIS AND ENGINEERING DIRECTORATE of the NAVAL SYSTEMS MANAGEMENT ACTIVITY.
Duties
You will provide planning, policy development, and guidance on Integrated Program Management (IPM), Earned Value Management (EVM), program schedule analysis, contractor cost data reporting (CCDR), and cost and software data reporting (CSDR).
You will comply with Department of Defense and Department of the Navy weapons system acquisition policies and cost analysis policies and review and update policies.
You will develop and implement analytical techniques using EVM data.
You will develop tools and guidance to support effective implementation of IPM and contractor cost data reporting requirements.
You will advise and assist programs regarding Integrated Baseline Reviews and contractor cost data collection requirements and analysis.
You will provide training to analysts on the implementation of EVM, IBRs , contractor cost data reporting, and acquisition program schedule analysis.
You will serve as an IPM/EVM and contractor cost data reporting subject matter expert for program offices, cost analysis teams, functional directorates and external customers.
You will lead teams and provide feedback to management on performance.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Business-Financial Management, Level III. Certification is required within 24 months of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing specialized program schedule analysis support utilizing the critical path method; applying predictive measures to forecast current delivery status; providing Earned Value Management (EVM) analysis; integrating schedule changes with cost changes to understand impacts to the program's cost and schedule position; participating in Integrated Baseline Reviews; and planning, reviewing, and analyzing acquisition contract data reporting for major defense weapon systems programs.
