You will serve as a SMALL BUSINESS DEPUTY DIRECTOR (NAWCAD SMALL BUSINESS DEPUTY DIRECTOR) in the Office of Small Business Programs (OSBP) of NAVAIRWARCENAC DIV.
The duty location of this position is Patuxent River, Maryland.
Duties
You will provide professional advice and assistance to acquisition managers, contract specialists, and leadership on Federal, DoD, Navy, and NAVAIR policy and procedures governing Small Business participation in NAWCAD acquisitions.
You will plan, direct, control and report the activities of NAWCAD-Pax in all matters relating to Small Business development and participation in NAWCAD Programs/procurements.
You will analyze information from a wide variety of sources and corporate applications, operations/workload data, business/budget data, and resource/workforce data.
You will assure integration in the procurement planning process by coordinating with other technical acquisition specialists.
You will participate in meetings to gather and exchange pertinent information.
You will act as command liaison regarding all aspects of the procurement process.
You will conduct site surveys and capability briefings of prospective contractors seeking to do business at this activity in order determine their technical and business competence.

- This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS 12/13 grade level or pay band (DA-05) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Coordinating and working with the Small Business Administration to assure local procurement policies and practices are in conformance with public law and regulations;
2) Serving as a representative on various committees and councils that develop policy from statutes and Executive Orders;
3) Analyzing comments and recommendations contained in reports from internal oversight groups and in congressional oversight reports and determining if policy or procedural changes are necessary to eliminate problems addressed in these reports;
4) Coordinating inquiries and requests for advice from Small Business concerns on acquisition matters; and
5) Identifying and matching Small Business capabilities with potential procurements and recommending these sources to the Program Managers (PMs) and Procuring Contracting Officers (PCOs), technical personnel, and other acquisition professionals.
