You will serve as an INTEGRATED GOVERNMENT SCHEDULER in the COST ANALYSIS AND ENGINEERING DIRECTORATE of NAVY SYSTEMS MANAGEMENT ACTIVITY.

Duties

You will understand and demonstrate planning, policy development, and practical guidance on matters associated with program schedule analysis. You will comply with Department of Defense and Department of the Navy weapons system acquisition policies and procedures. You will use scheduling tools to support Integrated Government Scheduling development, implementation, and execution. You will apply the principles behind good schedule construction. You will participate in Integrated Baseline Reviews preparation, execution and data collection quality reviews. You will build, maintain, and accurately status schedules under the applicants' control. You will gather relevant data, interview subject matter experts, and independently perform schedule risk assessments in order to identify program drivers and communicate results. You will train both lower Inspector General Scheduler Analysts and other program personnel within the discipline. You will manage schedule float/slack and estimate float to manage schedule risk.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Building a schedule for a program or a portfolio of programs; 2) Consolidating information into portfolios in order to present analysis to managers; 3) Reviewing products to ensure that they meet qualify standards; and 4) Executing schedule risk assessments to identify possible program changes.
