You will serve as a GENERAL BUSINESS INDUSTRIAL SPECIALIST (Master Scheduler) in the Industrial Capability and Infrastructure Group at COMMANDER, FLEET READINESS CENTERS Headquarters.
Duties
You will analyze the effectiveness of program operations in meeting established goals and objectives.
You will conduct risk analysis of new or current systems or processes to identify problems and recommend solutions.
You will collaborate with Program Managers, Integrated Program Team (IPT) Leaders, and Customers to ensure development of accurate short and long term work plans.
You will create reports to document cost estimates, customer requirements, work scheduling, or tracking of work in progress.
You will implement the principles of earned value management surveillance and analysis and their contribution to an effective contractor performance measurement effort.
You will discuss contract modification issues (e.g., funding, tasking, manpower) with contractors and agency or activity personnel.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Supporting project management efforts throughout systems' life cycles with program resource analysis, scheduling performance evaluation, development, and data quality standards. 2) Performing Life Cycle Cost Estimating, Source Selection Cost Evaluation, Integrated Project Management, establishing and maintaining Databases and Methods, and developing Work Breakdown Structures. 3)Communicating closely with stakeholders to develop, acquire, and support affordable Naval Aviation Systems, and by providing a clear and comprehensive understanding of the Life Cycle sustainment process. 4) Applying expert knowledge of concepts and practices applicable to a wide range of duties in cost estimating/analysis sufficient to resolve complex problems requiring considerable ingenuity and to serve as technical consultant to other analysts and to management concerning program areas. 5) Interfacing with key stakeholders throughout the Fleet to provide project schedule performance/analysis support for customers with products that are accurate, timely, consistent, and meet quality standards. 6) Developing and facilitating briefs to decision makers on project or program status; demonstrating effective oral and written communication.
