You will serve as a SECURITY SPECIALIST in the Office of the Director, Regulatory and Security Affairs, (08U) under the Director, Naval Nuclear Propulsion of NAVSEA HQ FIELD SUPPORT. You will provide direct support to the Director of Security and is on a permanent non-reimbursable loan to the Department of Energy (DOE).
Duties
You will be responsible for managing and/or performing work where the principal purpose is the development and implementation of policies, procedures, and standards.
You will review training methods for identifying and protecting information, personnel, property, facilities, operations, or material from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage, or loss.
You will be an expert with authority to manage a major area of security administration work and inspection oversight duties that may impact more than one functional security area.
You will team with other experts for problem-solving efforts as a key member/leader of agency task forces, inter-agency committees, or international security organizations involved in reviewing, analyzing, developing, or implementing new guidelines.
You will evaluate, and adjudicate reports or investigations, personnel files, and other records to determine whether lo grant, deny, revoke, suspend, or restrict security clearances consistent with national security.
You will develop security policy and design, develop, evaluate, and sometimes install protection systems and devices to ensure that sensitive information, equipment, and other material are not compromised, sabotaged, stolen or misused.
You will develop, implement, and monitor policies, instructions, procedures, control systems, and methods for such functions and activities as: delegation and exercise of classification and declassification authority.
You will review the nature of classified contracts to identify the level and kind of security work to be performed in the facility and the kind and extent of security protection for the programs involved.
You will be responsible for assisting in developing, maintaining, and coordinating a Security Education and Training requirements.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- You will be required to obtain and maintain an interim and/or final TOP SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band BR-02 (GS-12 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing guidance on security operations or functions (e.g. inspections, surveillances and surveys, technical analysis, performance testing, vulnerability assessments, security planning, contractor oversight, program evaluation, or policy review) to protect information, personnel, property, facilities, operations or materials from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage or loss for a nuclear facility.
