The primary purpose of this position is to serve as the 89th Airlift Wing and Presidential Airlift Group (PAG) Special Programs Security Specialist-Government Special Access Program Security Officer to build, develop, execute and sustain a comprehensive special programs security management program in a highly complex and sensitive compartmented operating environment in direct support of President of the United States and Continuity of Government (COG) mission activities.

Duties

Subject Matter Expert developing, managing, and executing Special Access Programs (SAP) and Sensitive Compartmented Information (SCI) security programs for the 89AW and PAG. Provides 89 AW and PAG Commander, and other installation leadership with security recommendations on risk identification, avoidance, and mitigation for Special Access Programs (SAPs) and SCI supporting Presidential missions and requirements. Implements and Administers the SAP Information/Industrial/Security Education, Training and Education (SETA) Security Program For Air Force District of Washington (AFDW), 89th AW and PAG. Implements And Administers the SAP Personnel Security Program for the AFDW, 89AW, and PAG and SCI Personnel Security Program for the PAG. Plans, develops, and manages The Physical Security Program For for special programs for the 89AW and PAG. Oversees and manages seven SCI and SAP facilities (SCIF/SAPF) and eight airborne platforms within the Presidential complex.

  • Position is designated special-sensitive; employee must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI), SAP eligibility, and YANKEE WHITE adjudicated.

  • This position is subject to provisions of the DoD Priority Placement Program.
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.

  • Irregular duty hours (nights or weekends) and overtime may be required as workload demands.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying expert knowledge of all special access program security disciplines and application in wide range of security program relationships coupled with the ability to evaluate risk versus mission requirements; applying comprehensive knowledge of all security disciplines is required in order to evaluate multi-discipline risks to classified National Security information and apply appropriate levels of protection as well as provide evaluation, direction, and guidance to subordinate organization security professionals across the command. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery knowledge of a wide range (multiple disciplines) of advanced security concepts, principles, criteria, requirements, technology, and practices. Extensive knowledge of security program interrelationships to coordinate the objectives and plans of two or more specialized programs to support and promote information sharing and strategies. Knowledge of security procedures to handle, protect and maintain control of TS/SCI/SAP classified material and media and skill to interpret a variety of security program laws, directives, regulations, and guidance to assist staff in establishing and operating internal security programs. Skill in the use of analytical principles, practices, and techniques to review, evaluate, and apply several alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations. Ability to communicate orally and in writing, clearly, concisely, and accurately to a large range of audiences. Ability to establish effective professional working relationships with coworkers, customers, and other agencies contributing to cooperative working environment and successful accomplishment of the mission. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
