The primary purpose of this position is to serve as the 89th Airlift Wing and Presidential Airlift Group (PAG) Security Operations Specialist to build, develop, execute and sustain a comprehensive security operation, force protection, and physical security program for highly complex and sensitive compartmented operating environment in direct support of President of the United States and Continuity of Government (COG) mission activities.
Duties
Operational Security Expert leading and managing Presidential and Continuity of Government (COG) missions executed by the PAG.
Manages and oversees security operations for Presidential assets while in Depot Maintenance locations.
Provides 89 AW, PAG, and other installation Commanders, as well as WHMO with recommendations on risk identification, avoidance, and mitigation for the PAGs Presidential Complex and Assets.
Represents PAG with a variety of installation and functional area organizations.
Assists the Special Programs Security Specialist developing and managing the Physical Security Program for special programs for the 89AW and PAG.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying expert knowledge of all physical security related disciplines and application in wide range of security program relationships coupled with the ability to evaluate risk versus mission requirements. Applying comprehensive knowledge of all security disciplines is required in order to evaluate multi-discipline risks to classified National Security information and apply appropriate levels of protection as well as provide evaluation, direction, and guidance to organizational personnel within the 89 AW and PAG and subordinate squadrons. Applying expert knowledge in Information, Physical, and Industrial Security in order to provide recommendations and approve security measures applied specifically connected to protection of assets and related contractual requirements. Mastery of all security disciplines further applied in support of physical security and force protection methods and concepts for protections of assets. Mastery of and experience in security to enable effective root cause analysis of unique and unpredictable challenges in the Presidential and COG mission of operations. Applying expert knowledge of security disciplines to recommend and advise senior leaders as the technical expert in resolving problems in existing security systems and programs requiring innovative solutions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery knowledge of a wide range (multiple disciplines) of advanced security concepts, principles, criteria, requirements, technology, and practices.
Extensive knowledge of security program interrelationships to coordinate the objectives and plans of two or more specialized programs to support and promote information sharing and strategies.
Knowledge of security procedures to handle, protect and maintain control of TS/SCI/SAP classified material and media and skill to interpret a variety of security program laws, directives, regulations, and guidance to assist staff in establishing and operating internal security programs.
Skill in the use of analytical principles, practices, and techniques to review, evaluate, and apply several alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations.
Ability to communicate orally and in writing, clearly, concisely, and accurately to a large range of audiences.
Ability to establish effective professional working relationships with coworkers, customers, and other agencies contributing to a cooperative working environment and successful accomplishment of the mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
