Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is to plan, develop and administer a security program in support of the 89 Airlift Wing (89 AW) Advanced Programs Office.

Duties

Plans, directs and conducts risk identification and mitigation strategies for SAPs, SCI, and ACCMs. Responsible for managing multiple compartmented security programs. Responsible for overseeing and executing the personnel security program. Manages, administers and develops the physical security program. Project leader for designing Security Education, Training, and Awareness Programs and implements Industrial Security.

  • The employee will be required to obtain and maintain a TS-SCI security clearance with access to SCI and SAP’s.

  • This position is subject to provisions of the DoD Priority Placement Program
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
  • Shift work and emergency overtime may be required

  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of a wide range of security disciplines, concepts, principles, practices and requirements applicable to the information protection program to include: Acquisition security, program protection, information security, industrial security, physical security, personnel security, operations security, foreign disclosure, and information assurance in order to perform the full range of complex security management responsibilities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of information, industrial, and personnel security concepts, principles, and practices to plan and implement security programs in these areas. Knowledge of requirements for SAPs, SCI, and ACCM security procedures. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the installation. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization and ability to communicate effectively, both orally and in writing to successfully accomplish the mission. Skill in planning, developing, implementing, and evaluating security programs to meet mission requirements and improve the security program. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
