The primary purpose of this position is to serve the Director of Information Protection (IP) and the NGB A2/6S Branch Chief for the Compliance and Training Branch for HQ Air National Guard (ANG) and Air National Guard Readiness Center (ANGRC).

Duties

Plans, organizes, and directs the activities of ANG IPO, ensuring that the command collateral security program complies with legal and regulatory requirements and meets the needs of ANG Wing and unit commands and members. Exercises supervisory personnel management responsibilities. Serves as the Branch Chief for NGB A2/6S Compliance and Training Branch and is the subject matter expert (SME) on core processes and procedures for Personnel Security (PERSEC), Physical Security (PHYSEC), Industrial security (INDUSEC), Information Security (INFOSEC) and SCI Cybersecurity. Serves as command's security enterprise risk management subject matter expert (SME). Serves as an ANG representative on inter-agency, intra-agency, and intergovernmental working groups, committees, and other governmental and industrial associates focusing on national security and intelligence community (IC) information protection.

  • Position is designated special-sensitive and requires eligibility for access to Top Secret, Special Access Programs, Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of this position.

  • Position includes additional program security requirements and may be required to take a random counter intelligence polygraph if indoctrinated into certain programs.
  • Completion of the DIA/DNI or NCSC Special Security Officer Course (virtually) is required within a year of the established EOD.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized knowledge of a wide range of security program and Security, Education, Training and awareness (SETA) program performing technical and administrative work as a SME for the ANG 54 States/Territories; developing, coordination and integration of multiple, DoD, HAF, MAJCOM plans, polices, and procedures directly affecting national security assets assigned to the 54 States/Territories. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. OTHER SIGNIFICANT FACTS: This position is designated as a key position IAW AF Policy. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. Department of Defense Security Fundamentals Professional Certification (SFPC), Security Asset Protection Professional Certification (SAPPC), and Security Program Integration Professional Certification (SPIPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DoD 3305.13M, DoD Security Accreditation and Certification. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery knowledge of a wide range of advance concepts, principles, and practices involved in security, including knowledge and experience of United States Codes, DOD, DNI, SAF/HAF, and MAJCOM-level policies related to information protection, threat management, and security, education, training, and awareness (SETA) oversight; Mastery knowledge of multiple collateral, SCI, and SAP security disciplines to resolve difficult and complex problems for a multi-functional security program (i.e., INFOSEC, PERSEC, PHYSEC, INDUSEC, OPSEC, Cyber, and RM) within the organization. Knowledge of organizational structures, missions, objectives, intelligence enterprise to support and promote information sharing and strategies; Expert knowledge of analytical theories, processes, programs and practices in the required security technologies, tactics, techniques, and procedures (TTTPs) to assist supervisors and leadership in establishing and operating internal security programs to protect DOD, DAF, and SAPs. Demonstrated expertise in developing, analyzing, and evaluating security programs to meet security requirements. Expert knowledge of security procedures to handle, protect and maintain control of TS/SCI/SAP classified material and media. Sophisticated understanding and skill in applying broad or in-depth expertise in highly complex and ambiguous situations. Skill in conducting reviews and analyzing and assessing security program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. Proven ability to establish professional working relationships with coworkers, subordinates, high-ranking officials and customers, contributing to a cooperative working environment and successful mission accomplishment. Strong writing and oral communication skills to inform and persuade. Ability to communicate effectively, both orally and in writing, with senior officials form a broad array of activities, including federal and local government, and industry. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of small to medium sized organization. Ability to analyze and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
