About the Position: This Supervisory Financial Analyst (Resource Management) position is assigned to Program Executive Office (PEO) Soldier, Resource Management Directorate, located at Fort Belvoir, VA.

Duties
Serves as the Resource Management Director for a Program Executive Office (PEO) Headquarters and principal staff advisor to the Program Executive Officer.
Responsible for resource management operations and overall resource management for the PEO and supported Project Management Offices (PMOs).
Represents the PEO as the expert on resource matters and has the authority to commit the PEO within areas of responsibility. Directs, coordinates, and manages core, matrix support and contractor staff.
Performs the full range of administrative and technical supervisory duties.

Responsible for resource management operations such as program planning, budget planning and execution, contracted services and support, manpower, human resources, and internal controls, audit readiness, and external audits.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- One year trial/probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Advanced certification in the Acquisition Career Field Business - Financial Management (BUS-FM) within 48 months of entrance on duty.
- Business travel required up to 25% of the time.
- Selectee must be able to obtain and maintain a Secret security clearance.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position is a Critical Acquisition Position (CAP) and requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- One year supervisory probationary may be required.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled.

Specialized Experience: One year of specialized experience is defined as: 1) Advise senior acquisition leaders on financial management issues to inform decision making; 2) Execute budget activities such as the current program budget, the planning Budget Estimate Submission, the Program Objective Memorandum, and the Strategic Portfolio Analysis Review; 3) Lead a team responsible for resource management operations such as program planning, budget planning and execution, contracted services and support, manpower, human resources, and internal controls, audit readiness, and external audits; and 4) Defend financial data for major program review documents such as Budget Program Resources Review. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
