About the Position: Serves as a Senior Program Analyst, Team Lead, and Appropriation Manager responsible for performing a wide range of programming and budgeting duties in connection with the delivery of Huntington District's project portfolio. Leads the annual development of multi-million dollar budgets and closely monitors programmatic execution while routinely advising District leadership.
Duties
Responsible for establishing, planning, performing and leading program analysis functional activities as Senior
Program Analyst.
Prepares, monitors, and manages the District's program.
Serves as a primary advisor to managers at all levels of the organization and other District elements in the long-range planning of programs and objectives.
Conducts continuous analysis and evaluation of ongoing program execution to measure program effectiveness and efficiency.
Analyzes data in order to monitor project performance.
Serves as liaison with other technical Divisions and activities for programs accomplished under the Civil Works and IIS/WFO Programs.
Arranges the transfer of funds between project work items as necessary to maintain the needed funds in
the proper accounts.
Prepares materials for and presents data depicting scheduled and actual obligations to the Project Review Board.
Prepares and/or collaborates on development of exhibits, reports and correspondence for project information presentations at meetings of public, civic, and other interests as needed during project development.
Serves as a Team Lead responsible for coaching and mentoring others, balancing workload requirements, and coordinating priorities.

For the GS-11: Specialized Experience: One year of specialized experience which includes identify and manage resource requirements of project or programs in the areas of scope, budgets, schedules, quality, procurement, risk, regulatory requirements and customer relationships as required for program accomplishment; financial management to support project managers of execution of project fiscal responsibilities; review and development of annual and long-range civil works budget relative to planning, engineering and construction programs; development of budget estimates and technical justification and review operations to assure maximum utilization of appropriated and non-federal funds. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Mathematics and Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
For GS-12: Specialized Experience: One year of specialized experience which includes applying analytical and evaluative methods to conduct in depth analysis of program and project performance; formulating, presenting and executing such a program; analyzing long and short range programs to determine funding; utilizing a financial management system such as CEFMS; and researching historical financial information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

For GS-11: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
For GS-12:Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
