Duties
Determines total military and civil works funded allocations required to support essential mission functions.
Conducts investigations of all requests for personnel actions affecting manpower utilization.
Develops methodology and innovative methods for capturing and reporting manpower utilization through a variety of complex and unique analyses.
Develops data obtained from organizational elements and submits estimates of manpower requirements as needed.
Provides specific guidance to Division Chiefs and develops manpower projections for the current year, budget year, and four consecutive years.
Coordinates preparation of data for manpower surveys conducted by higher authorities.
Provides budget assistance to one or more technical elements to include budget formulation/development, budget execution status, and Full Time Equivalent (FTE) utilization.

In order to qualify, you must meet the education and/or experience requirements described below. GS-11: Specialized Experience: One year of specialized experience which includes assisting with Manpower and/or Management functions including preparing program status reports; monitoring manpower systems; developing organization policies, processes, procedures, and regulations; analyzing manpower/full-time equivalent utilization data; and conducting organizational reviews. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources or Program Management
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS-12: Specialized Experience: One year of specialized experience which includes applying analytical, technical, and advisory functions to conduct a comprehensive analysis of operating budgets, manpower requirements, and/or financial management administration; scheduling and coordinating staff efforts to produce integrated budget and manpower plans, program, and reports; guiding the preparation of operational budgets, funding requests, and manpower requirements; and directing the preparation of schedules of Obligations and Expenditures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
