About the Position: This position is located in the Resource Management Office Budget Branch Division, Huntington, WV. You serve as Manpower management officer and provide authoritative advice to the Commander and senior management on manpower issues impacting District operations. .

Duties

Maintain a complex manpower program to orchestrate manpower execution and justification and correct integrated staffing actions into the Integrated Manning Document (IMD). Develops the agencies operating budget by implementing budget policies and procedures. Manage budgetary reports and the consolidated departmental overhead rates. Leads a team of less experienced analysts by developing technical strategies and methodologies, assessing strengths and weakness, and provide exploratory alternatives for improvement. Use statutory and regulatory guidance to advise program managers and others on the status and availability of funds.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position may be filled by temporary promotion NTE 1 year.
  • Position may be filled by temporary reassignment not to exceed 1 year.
  • Temporary promotion may be made or extended up to a maximum of five years.
  • May be made permanent without further competition.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Position may be filled as a temporary promotion or temporary reassignment NTE 1 year by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years and may be made permanent without further competition. Specialized Experience: One year of specialized experience which includes applying analytical, technical, and advisory functions to conduct a comprehensive analysis of operating budgets, manpower requirements, and financial management administration; scheduling and coordinating staff efforts to produce integrated budget and manpower plans, program, and reports; guiding the preparation of operational budgets, funding requests, and manpower requirements; and directing the preparation of schedules of Obligations and Expenditures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11 or above. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationCost Estimation and AnalysisOral CommunicationPlanning and EvaluatingResearch Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
