About the Position: This position is located within the U.S Army Corps of Engineers, Huntington District, Engineering and Construction Division. You will serve as a Program Analyst for the District Operations Division for providing division wide analytical support, data analysis, and management studies in support of program management and business operations.
Duties
Conducts and/or leads teams in exploration and investigation of past program and business performance to provide insight and drive performance improvement and more effective business planning.
Supports the Division by collecting data and information, conducting analysis, and providing assessments to assist in the development of business solutions or process improvements.
Conducts and/or leads conducting root cause analysis of issues and leads team members in identifying data and other sources of information to support their efforts.
Collects analyzes data and information from a variety of Automated Information Systems (AIS), records, and external reference sources e.g., Technical Support Work Orders, training budget, labor costs, LD Civil Works projects and inspections.
Provides P2 support and serves as a technical expert for P2 utilization and instituting processes that improve P2 as an enabler for the Division.
Develops reports, processes, and other tools to support district staff offices. Leads and/or aids in the implementation of new system updates or integration of new software.
Supports Division awareness of various performance metrics and other measurements or indicators of interest.
Correlates and analyzes facts gathered and assists supervisor with or develops recommendations that may include areas such as new or revised work processes, procedures, strategies, and plans.

Specialized Experience: One year of specialized experience which includes providing analytical, data analysis and studies to support programs and business operations; prepare and conduct collection of data and information; determining trends or programmatic areas within business practices; serving as an expert in systems processing programs and quality inspections; and communicating with internal and external agencies and stakeholders.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
