About the Position: The U.S. Army Contracting Command (ACC) supports the warfighter worldwide through acquisition of goods & services vital to the Soldier's mission & well-being. This position serves as a Contract Specialist to support a PEO for a special program with high Army and DoD visibility.
Duties
Perform a full range of pre-award and post-award duties.
Implement solutions to resolve contractual issues that require special handling or specialized terms and conditions.
Serve as lead negotiator during multi-disciplined government contract/procurement negotiations.
Evaluate contractor proposals and prepare a pre-negotiation position.
Develop acquisition plans to procure a multi-year contract program.
Perform cost analysis to determine price reasonableness.
Provide guidance on procurement procedures to technical experts and senior managers.
Perform contract management functions in accordance with Federal Acquisition regulations and contractual agreements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- Required to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Certification or Contracting Professional Certification within 36 months of entrance on duty.
- This position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant.

In order to qualify, you must meet the education and experience requirements described below. Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution. You must submit a copy of your transcript. Transcript must clearly show the degree was awarded/conferred, the date the degree was earned, and the name of the College/University.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
AND
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience at the GS-12 level: One year of specialized experience which includes: 1) Performing pre-award and post award procedures to plan and conduct the contracting process; 2) Performing cost/price analysis to submit for review prior to contract negotiations; AND 3) Developing procurement packages to meet the needs of the agency. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Specialized Experience at the GS-13 level: One year of specialized experience which includes: 1) Performing cost/price analysis to prepare contract negotiation positions. 2) Providing advice and guidance in the development of acquisition milestones to meet established timelines; 3) Monitoring contact performance to ensure compliance with regulations and contractual agreements. AND 4) Prepare required documentation to promptly close out completed contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement at the GS-12 level: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Time in Grade Requirement at the GS-13 level: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
