About the Position: Serves the Senior Small Business Specialist in the Command's Office of Small Business Programs (OSBP) responsible for providing expert advice on policy, establishing internal guidance and procedures, and publishing general direction and guidance for the small business professionals, organizations, and activities.
Duties
Serves as the Senior Small Business Professional and principal advisor to the Commanding General, the Deputy to the Commanding General (DCG), staff offices.
Plans and directs the Small Business Program (including Section 8(A) contracting
Develops and recommends policies and procedures and other guidelines in support of OSBP Small Business programs.
Guides and directs Army Contracting Command – Aberdeen Proving Ground (ACC-APG) mission partner activities.
Performs the full range of administrative and technical supervisory duties.
Develops Contribution-Based Compensation and Appraisal System (CCAS) performance objectives and exercises full authority as a member of the pay pool management.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the education and experience requirements described below. BASIC EDUCATION REQUIREMENT (Contracting Series):
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: You MUST submit a copy of your transcripts which shows your degree awarded and/or conferred. Please note, this may be shown with multiple transcripts. NOTE: Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from meeting this requirement.
Specialized Experience: I have at least four years of acquisition experience. At least one year of that experience has been specialized experience which includes work that involves the development and promulgation of acquisition policies for the small business professionals; reviewing acquisition strategies, justifications and approvals (J&As), negotiation strategies on major contracts; applying procurement laws, rules, regulations, decisions; coordinate internal compliance reviews and external audits inspections; directing procurement programs; providing guidance for contracting policies and procedures; planning and directing the work of personnel and evaluate performance of subordinates. This definition of specialized experience is typical of work performed at the next lower pay band NH-03 or GS-13 grade/level in the federal service.
