About the Position: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS grade 14 Step 1 to the highest equivalent GS 14 grade step 10 in the broadband.

Duties

Serves as a 1st level supervisory for ACC-APG Source Selection Support Center of Excellence(S3CoE). Manages the execution of enterprise solutions that support source selection efficiencies for research, development, production, services and major weapons systems related to defense acquisition programs. Assures that aspects of the acquisition program are in consonance with FAR, DFARS, AFARS, and higher authority guides. Provides procurement advice and support to designated customers and their staff in various commodity fields. Attends conferences and briefings with higher authority and participates in the development of policy and procedures or the resolution of problems of a complex nature affecting current and planned acquisition programs. Coordinates with acquisition staff personnel in executing policy interpretation, proposes and recommends the definition or clarification of policy statements, and manages the implementation of programs and policies for the division. Monitors the degree of accomplishment of operating programs and directs realignment of functions to achieve program objectives. Supervises subordinate employees and sets priorities of their work accordingly. Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Represents the director and leads in conferences attended by top level representatives of industry and government to establish, redefine procurement policies, and further the coordination and accomplishment of the acquisition program. Provides the executive director with technical and managerial advice to ensure continuity and stability of operations and effective administration of all aspects of the S3CoE initiatives and activities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The position is Non-Critical Sensitive (2) requiring a Top-Secret security clearance or the incumbent must be able to obtain and maintain a Top-Secret clearance.
  • This position meets the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • The duties of this position require occasional temporary duty (TDY) travel of up to 25% of the time.
  • Acquisition Back To Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires signature of DA Form 5019 (Condition of Employment For Certain Civilian Positions Identified Critical Under the Department of the Army Drug-Free Federal Workplace Program) and must pass urinalysis testing prior to placement.
  • This position is Critical Acquisition Position. Incumbent must meet the requirements for CAP. Note: Acquisition Corps membership is no longer required for Critical Acquisition Positions (CAP) and requests for waivers will no longer be excepted.
  • This is a Critical Acquisition Position (CAP). This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.

Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
