Duties

Serve as Contracting Division Chief and lead Contracting Officer responsible for the planning, control, direction, and evaluation of the acquisition programs within the Division. Serves as the focal point for extremely complex and strategic contracts, including but not limited to military equipment and items, spare parts or assemblies, and engineering services for weapon system support programs. Review proposed procurement documents to include, but not limited to, solicitations and awards. Responsible for business and legal decisions involving contract award, administration and termination actions, and has signature authority for all pre-award and/or post-award actions, with unlimited signatory authority. Responsible for all actions related to acquisition planning, solicitation, evaluation, negotiations, contract award, contract administration and contract management functions. Oversees negotiations for major transactions, arbitrating and resolving differences, and negotiating counter offers or rebuttals where others cannot reach agreement. Identifies and analyzes process problems, and emerging needs while formulating and justifying new initiatives to address unique problems and presenting and defending complex positions, which may be subject to scrutiny. Tracks, analyzes, and reports on contract and, performance status. Reviews and recommends resources and strategies for meeting goals and objectives. Coordinates the efforts of high-ranking civilian and military personnel.

  • You will be a Mission Essential employee. This requires you to work during an emergency to ensure continuation of essential functions. You may be required to work at the designated duty location, a telework site, or an alternate location/facility.

Qualifications

To qualify for a Supervisory Contract Specialist, your resume and supporting documentation must support: A. Basic Contracting Requirement: 1.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR 2.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. B. Contracting Officer Requirement: Must possess at least 2 years of experience in a contracting position. C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-14 grade level, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut- off/closing date of the announcement. Creditable specialized experience includes: Executing a full range of highly complex pre-award and post-award activities utilizing a variety of contract types and pricing arrangements (i.e. Firm Fixed-Price, Fixed-Price Incentive Firm, Fixed -Price Prospective Redetermination, Cost-Plus Incentive Fee, Cost-Plus-Fixed Fee and Cost or Cost Sharing Arrangements). Executing the provisions of the Federal Acquisition Regulation (FAR) and other regulations to develop the agency's acquisition program goals and objectives. Providing direction and expert guidance to a group of professional, technical, and support personnel while engaged in managing, directing, coordinating, and controlling all aspects related to contracting. Leading negotiations for major problem transactions, arbitrating and resolving differences Managing and overseeing the performance of determinations of contractor compliance with acquisitions, including but not limited to, cost accounting standards and disclosure statement. Analyzing strategies for cost-effectiveness and return on investment relating to improved acquisition approaches and industry techniques. Experience analyzing and evaluating cost and pricing data for proposed and on-going procurements for highly complex, high monetary value, long-term acquisitions on a fixed price and cost reimbursement basis. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
