Duties

The primary purpose of this position is to: Serves as a Security Cooperation Analyst to the J54 Security Cooperation Plans and Programs Branch, Strategic Partnership Division in the Strategy, Plans & Policy Directorate of USSPACECOM. Responsible for evaluating and researching strategies, plans, and policies associated with Security Cooperation activities. Security Cooperation Planner subject matter expert (SME), developing, organizing, and managing significant Security Cooperation Initiatives, Five-Year Security Assistance Plans, Security Cooperation Initial Design Documents, regional security Division Chief. Develop and implements assessment, monitoring, and evaluation tools for the progression of security cooperation objectives in accordance with DoD policy and instructions. Technical expert responsible for directing and orchestrating the formulation, integration, coordination, and implementation of J54 Branch Chief's vision and and intent for the Security Cooperation Plans, and Programs Branch. Participates in command contingency planning operations, experiments, exercises, and wargames supporting joint planning and operations at USSPACECOM and other combatant commands.

  • Subject to Temporary Duty Assignment (TDY): Approximately 20 days per year.
  • This is a Centrally Managed position in the Operations career field.

Qualifications

Conditions of Employment (cont.) Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the USSPACECOM, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing. Incumbent must attain and maintain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Certification Program 2.0 requirements. Requirements for Proficiency Level 2 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Practitioner level certification requirements within two years of entering the SC position. In addition, 60 hours of continuing education (CUE) every two years. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH 02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service (may have been obtained in the federal service, military, or private sector). Specialized experience comprehensive knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing federal security programs, and experience with national, Department of Defense, and Department of State security cooperation policy, guidance, and directives. Ability to display personal accountability in leading, overseeing, guiding, and/or managing programs and projects with assigned areas of responsibility. For current Federal Employees within General Schedule Pay Plans- Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing federal security programs, and experience with national, Department of Defense, and Department of State security cooperation policy, guidance, and directives. Knowledge and previous experience with Title 10 and Title 22 security cooperation authorities and appropriations. Expert knowledge of security assistance, security cooperation, and related legislation, policies, and practices, and experience with security cooperation and/or security assistance assessment, monitoring, and evaluation processes and programs. Knowledge in Combatant Command security cooperation organizations including: conferences, working groups, bilateral/multilateral engagements, and symposiums. Skill in organizing and leading teams tasked to originate new ides, projects, and methodologies. Advanced skill sufficient to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships with diverse groups and executive-level command management. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
