Ability to development and delivery of comprehensive, coordinated prevention and resilience activities, and outreach to deliver optimal support to the installation's Total Force and families Organizational location of position: ACC, 70 Intelligence, Surveillance, and Reconnaissance Wing, IPRO, Ft Meade, MD

Duties

DUTY 1 - Uses professional knowledge to lead installation prevention training team efforts to include all mandatory integrated prevention and resilience training as required by DoD, DAF, MAJCOM/Field Command and installation leadership. DUTY 2 - Develop and deliver effective primary prevention and resilience strategic communication and marketing that drives healthy and positive cultural norms leading to a resilient Total Force and families. DUTY 3 - Leads management, implementation and delivery of research-based activities related to primary prevention of Interpersonal and Self-Directed Violence (ISDV) with the intent to stimulate change in knowledge, attitudes, beliefs and behaviors in general and target populations. DUTY 4 - Community Action Team member directly supporting execution of established initiatives and development of the installation Comprehensive Integrate Primary Prevention (CIPP) Plan. DUTY 5 - Accomplishes professional development and maintains technical proficiency.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Must Obtain/Maintain Top Secret Security Clearance with SCI. A non-disclosure agreement must be signed.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • Must obtain, maintain, and renew Department of Defense Credentialing Program for Prevention Personnel at a minimum of Level 3, Prevention Specialist; initial credentialing must be obtainable within 12 months of hiring.
  • A Bachelor’s degree or higher in a behavioral, social science, or related discipline appropriate to this position is preferred

  • Extensive knowledge and experience within primary prevention and military environment is highly desired. Extensive knowledge and experience of the Intelligence Community structure, dynamics, and mission is highly desired.
  • NSA Access: The employee must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1 for access to NSA sites and systems.
  • Counterintelligence-Scope Polygraph: The employee must be willing to undergo and successfully complete a counterintelligence-scope polygraph (CSP) examination.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: behavioral or social science; or related disciplines appropriate to the position or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: IF YOU ARE QUALIFYING BASED UPON EDUCATION, YOU MUST PROVIDE A COPY OF YOUR TRANSCRIPTS. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Professional knowledge of social and behavioral sciences and/or public health practices, principles, and theories to develop and implement comprehensive violence-related primary prevention programs that prevent or lessen the impact of a wide range of psychosocial and environmental problems such as alcohol consumption and lack of social support; provide training for other installation personnel on issues related to the prevention of violence; coordinate programs; and enlist the aid of base wide community organizations and off installation community organizations with the help of the family advocacy outreach manager.. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive and professional knowledge of laws, regulations, and policies as well as behavioral, social science and/or public health practices principles and theories relating to prevention and resilience. 2. Thorough knowledge of a wide range of delivery systems relating to prevention and resilience and the multiple uses of such systems. 3. In-depth knowledge of DAF culture, military family dynamics, related professional fields, and a thorough knowledge of the DAF community and the unique challenges that DAF families face; or equivalent knowledge. 4. Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups, and the measurement of training effects. 5. Ability to effectively lead and chair committees, working groups, and teams. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
