This is a Direct Hire Authority solicitation utilizing the DHA for the Department of Defense Prevention Workforce Development.
About the Position: The Supervisory Prevention Specialist (Prevention Lead) (Prevention Workforce) Serve as the Prevention Lead, advising the Commanding General on primary prevention activities. Responsible for overseeing subordinate integrated primary prevention staff and overall responsibility for successful primary prevention activities.
Duties
Advise senior leaders on primary prevention activities and the public health approach to preventing harmful behaviors.
Work with subordinates and other prevention partners to develop the prevention system (i.e., human resources, collaborative relationships, and infrastructure) and execute each step of the prevention process.
Responsible for development of a comprehensive integrated primary prevention plan for the military community.
Conduct and interpret needs assessments and complex analysis of existing integrated primary prevention capability and resource issues and assess factors that inhibit planning, implementation, and evaluation and document appropriately.
Use public health tools and data science, statistical, and/or analytical techniques and processes to inform integrated primary prevention activities.
Provide prevention guidance to command teams, subordinate staff, and other partners across the military community.
Supervise a multi-disciplinary team of integrated primary prevention staff members.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Per DoDI 6400.11, this position must acquire and maintain a Level 5 of the DoD Credentialing Program for Prevention Personnel (D-CPPP) in compliance with OSD guidance.
- Within six months of employment, must complete DoD SPARX Knowledge Part 1 and 2, training specific to prevention activities being delivered, and complete all requirements to obtain the OSD Credentialing Program for Prevention Personnel.
- This position may require temporary duty (TDY) business travel up to 15% of the time.
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
- Must pass an initial and periodic urinalysis screening for illegal drug use.
- Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
- Must obtain and maintain a Top-Secret security clearance with Sensitive Compartmented Information (TS-SCI).

Basic Requirement for Supervisory Prevention Specialist (Prevention Lead) (Prevention Workforce):
A. Degree: Bachelor's degree (or higher degree) in the behavioral or social sciences, or related disciplines appropriate to the position, such as prevention science or public health.
OR
B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience:
One year of specialized experience equivalent to at least the GS-13 grade level in the Federal service which includes experience conducting analysis of existing capabilities and resources; researching proposed approaches to prevention; AND building the prevention capacity of the community through activities at the individual, interpersonal/family/unit, organizational, community and societal levels.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
