About the Position: Serves as the Army Substance Abuse Program Manager (ASAP) and exercises full authority for management and operation decisions related to the Army Substance Abuse Program at Fort Meade.

Duties

Serves as principal advisor to the Director of Human Resources (DHR), Deputy to the Garrison Commander, and other tenant commanders. Ensures appropriate substance abuse prevention education is provided to the serviced population. Supervises the work of a subordinate supervisor. Directs the Installation Army Substance Abuse Program. Develops local policies and procedures to effectively accomplish program goals. Implements the Federal Drug-Free Workplace program. Trains supervisors, managers, and employees on the Army Substance Abuse Program.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.

Degree: Bachelor's or higher degree in behavioral or social science, or related disciplines appropriate to the position, such as Sociology, Psychology, and/or Counseling. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: Serving as a staff advisor on the prevention and control of alcohol and drug abuse; Establishing operating procedures, program goals and objectives; Planning, managing and directing an Alcohol and Drug Abuse Control Program to assist employees with other behavioral problems, providing the full range of prevention, identification, education, rehabilitation and treatment services for alcohol and drug abuse and other behavioral problems; and Serving as a consultant and providing training to management and other personnel. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Separated Military Members: Resumes will be accepted from members of the Armed Forces who indicate in their applications that they are available for appointment within 120 days of the closing date of this announcement.
