This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. You will serve as the Chief IT Specialist in the Undersea Warfare Electromagnetic Systems Department, Communications and Electromagnetic Maneuver Warfare Division, Networking & Information Systems Branch (Code 3414) of the Naval Undersea Warfare Center Division Newport.

Duties

You will be responsible for the technical engineering IT/Network oversight of all variants of Submarine Networking and Information Systems supported by the Electromagnetics Department (Code 34). You will provide technical advice to various program offices that affect the direction of submarine communications programs in the area of network communications. You will provide network and information system subject-matter-expert support to the Submarine Communications Technical Direction Agent (TDA), technical project managers, principle investigators and product line system engineers. You will execute network and information system test requirements generation and review to meet all specified program office and fleet verification and validation needs for all code 34 supported fleet Networking and information systems. You will mentor others in networking systems engineering principles and processes, as well as technical expertise on Submarine Communications with the focus on networking. You will identify system engineering process inefficiencies, inaccuracies or inadequacies and proactively identify solutions. You will identify innovative solutions to resolve design issues, configuration management and identify new methodologies and products to better accomplish network systems engineering requirements and objectives. You will develop, maintain, manage and deliver project/task plans to effectively meet customer needs within the specified schedule constraints. You will have end-to-end responsibility (submission, generation of briefs, Configuration Control Board (CCB), Platform Technical Review Board (PTRB) briefing) for Submarine and Shore Engineering Change Requests (ECRs) for networking systems. You will manage public IP addresses, network ports/protocols and firewalls for all submarine platforms.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Cyberspace Workforce position, work role code 671 (System Testing and Evaluation Specialist), Advanced proficiency level. You will be required to obtain and maintain qualification in DoD Cyber Workforce Qualification and Navy policies.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying information technology concepts to provide support for submarine network communication systems. Examples of qualifying experience may include (1) providing leadership in the definition, scope, content and validation of Networking (LAN/WAN) and Information System development and updates; (2) identifying requirements, developing network products and ensuring the integrity of security systems by planning, analysis, and applying applicable security policies; (3) knowledge of fleet Communication CONOPS for submarine communication systems including related laboratory and dockside test support such as that required in support of System Operability Verification Testing (SOVT) and DT evolutions; (4) knowledge of Submarine Radio Room and Submarine Communications Systems; (5) knowledge in and ability to maintain fleet readiness employing methods and techniques to ensure traceability of technical attributes of network products. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
