About the Position: This position supports the mission of the Administration and Management (J-1) Directorate in the DHA Privacy and Civil Liberties Office (Privacy Office) in Falls Church, Virginia and San Antonio, Texas.
This is a Direct Hire Solicitation
Duties
Serve as a senior analyst providing analysis and assessment of enterprise-wide DHA Initiatives for the Privacy Office, projects, or programs with strategic, enterprise, or tactical impacts relative to the agency strategy.
Provide guidance to the sites on policies and procedures of the respective program
Review uses and disclosures of PII/PHI; and assessing the application, safeguards, and risks associated with technology utilized within the Military Health System (MHS).
Make recommendations for process improvements, improving quality, reducing costs, and establishing appropriate process metrics and process controls.
Refine existing work methods and techniques for application to the analysis of specific issues or resolution of program issues.
Plan and execute a comprehensive program including development, evaluation and execution of policies, guidance, and procedures while continuously assessing program effectiveness through data collection and oversight audits
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of
employment. A background investigation and credit check are required.

Requirements for GS-11:
Specialized Experience: One year of specialized experience which includes assisting in the analysis of program initiatives, reviewing HIPAA & Privacy Act Rules within the agency, analyzing the Breach reporting/mitigation and/or compliant processes, and communicating updates on program progress to senior leaders. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Requirements for GS-12:
Specialized Experience: One year of specialized experience which includes conducting analysis of program initiatives, assisting in the execution of HIPAA & Privacy Act Rules within the agency, assisting to oversee the Breach reporting/mitigation and/or compliance processing activities and presenting briefs to senior leaders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Requirements for GS-13:
Specialized Experience: One year of specialized experience which includes conducting analysis of enterprise-wide agency initiatives, executing HIPAA & Privacy Act Rules within the agency, overseeing Breach reporting/mitigation and/or compliance processing, and presenting briefs to senior level management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education
