About the Position: This position serves as a Program Analyst for the Joint Activities Command located in Fort Liberty, North Carolina. This is a developmental position to the target grade of GS-12. Management may hire at any grade level (GS-11 or GS-12).
Duties
Develop and recommend strategic plans, following the programming requirements and command policies, for USSOCOM approval and allocation of funds to complete and support the mission objectives of the Command.
Develop and recommend programming solutions to improve and the efficiency and effectiveness of the command's resource programs, timelines, and mission objectives under the Program Objective Memorandum (POM) conformance and guidance instructions.
Prepare analysis of total resources (manpower and dollars) considering the command organization, missions, functions, programs, goals and objectives at the line-item level of detail.
Provide expertise and develop plans through the command's POM and budget cycles, including the command's allocation of monetary resources through the DOD Planning, Programming, Budgeting, and Execution System (PPBES).
Provide complex management support services in the areas of program cost analysis and fiscal year planning.
Prepare, develop, and present programming data presentations for the Command Capabilities Based Program List (CBPL) input to USSOCOM and OSD.
Requirements
- Must be able to obtain and maintain a Top Secret clearance with Sensitive Compartmented Information (SCI).
- This position is subject to a pre-employment urinalysis screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- Certificate Level 2: This is a financial management level 2 certified position. Failure to obtain this certification within two years of onboarding may subject the incumbent to adverse action.
- Position may be subject to one year probationary period unless previously completed.

Specialized Experience GS-11: One year of specialized experience which includes assisting on the federal budget process from Planning, Programming, Budgeting, and Execution System (PPBES) through Program Objective Memorandum (POM) submission; ensuring adequate funds are programmed to support future operations, training, readiness, sustainability, modernization, and force structure; and proficient in programs such as excel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience GS-12: One year specialized experience in assisting and developing plans for the federal budget process, which is to include Planning, Programming, Budgeting, and Execution System (PPBES) through Program Objective Memorandum (POM) submission; interpret policy guidance for resource management decisions and fund allocation; assist in conducting research and developing solutions for programming issues and funding constraints for Command allocated funding; proficient in using spreadsheets, PowerPoint, and general computer applications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
